1. Will the Government use the last federal salary survey (FSS) conducted in 2005 at est. pay gap of 54%, which based on past practice elsewhere results in approximately 27%?

2. Will the Government be conducting a new FSS prior to January 2011 as they are using a rate under 5% for 2010?

3. Is the Government planning to do away with FSS' entirely and go to a cheaper (budget wise) methodology for calculating Locality Pay rates?
